The Real Enemy
This takes place 75+ years ago from the Hunger Games. It begins where the Capitol has decided to send over Peacekeepers to help ensure civil safety. But some people don't like it. Will you join with the Peacekeepers? Or the rebels? You might not care!

 |  District 1 is one of the more wealthy Districts. It makes luxury items such as Diamonds, and other gems. It could be assumed that this District is more loyal to the Capitol, even though the Capitol doesn't take sides, but there could be more Peacekeepers registrations. There are slightly less food shortages here, and less families in poverty.

| 0 | 0 | | |  District 2 is where now Peacekeepers are being trained, and weapons are starting to be manufactured. It is still mostly a mining and stone cutting area. This District is allied with the Capitol, and isn't side with rebellion. The Capitol rewards it for good behavior, and the citizens have better living conditions. Each village in District 2 is based around a mine. Though the district is on the whole allied with the Capitol, due to their preferential treatment, the quarry workers suffer as much as any other district.

It's main industry is Technology, such as televisions, automobiles, and explosives. Most of the citizens work in factories here. Their bread is bite sized, square shaped roll.

|  District 7's industry is lumber. It's covered with large pine trees, and most of the citizens are good with axes, and maybe even climbing trees! Nearly all wood products come from here, ranging from paper to raw lumber.

| 0 | 0 | | |  District 8's industry is textiles and clothing. They just built a shiny new factory for producing Peacekeeper uniforms. Income is this District is very low, and children work in the factories after school. Jobs include Factory worker, dress maker, warehouse manager, teacher, weaver, and designer.

|  District 10's industry is livestock. Cattle are used for beef, Chickens for chicken, and lots of other animals are bred for food. They do their best to reach the quota for the Capitol, and still have some meat left over for themselves.

| 0 | 0 | | |  Right after District 12, District 11 is one of the poorer Districts. Their job is agriculture- orchards and fields of grain and cotton surround the district. Almost everything they grow goes to the Capitol. Their government is much harsher, and you can find lots of Tracker Jacker nests. The citizens have a high knowledge on different types of herbs, and work from sunrise to sunset. The District is much larger than District 12.

| 0 | 0 | | |  District 12 is one of the poorest Districts in Panem. It specializes in coal mining, where lots of accidents happen. The District is split into three parts, the Hob (a black market), the Seam (where everything is covered in a layer of dust, and where the poorer residents of District 12 live in), and the Merchant Section (where the more fortunate live, and where you can buy and exchange goods).

The Capitol is filled with dyed hair citizens, gold eyes fashion freaks. Their style is changing all the time, and will soon probably not look anything human. Only the wealthiest and most powerful are able to live here, along with the President and Head Peacekeeper. It's surrounded by sky scrapers, and is known for it's Hot Chocolate and Lamb Stew.
Needing a visit to the other districts? Or do you want to see the breath taking Capitol? Maybe you're running from you're own home? The train will happily take you there with a small fee. And if you don't have your passport, then watch out for the Peacekeepers patrolling the train and tracks!
Outside the Districts there a variety of land. Can't afford to get on the train? Or are you trying to escape the Capitol and all the Districts? Bewear of being caught!
District 4 is known for the main food production. It produces anything from seaweed to fish, and is also known as one of the wealthiest Districts. The citizens are familiar with edible sea life, and are able to make a fish hooks and nets from scratch. It's the only coastal District. They're products are redistributed at the Capitol (and is mostly for them), but there is always some more left over for the rest of the Panem population.
District 5 generates the main power of electricity. Not much is known about it, except that it may have a small population or small amounts of poverty.
District 6 industry is transportation. It's a very unstable District, and could be much larger than Districts 11 and 2. It's said that some of the citizens are morphling addicts, so some might have saggy yellow skin, and hallucinations.
